DMA does not seem to work on 1 channel. Suggestions needed.

I have an issue here with one of my harddrives and I was hoping for a little help if you guys are interested. This may not be the right forum but I think it fits in here since its motherboard related. Here is my system config as it stands:

Asus A7V266-E
Windows XP Professional
Using latest Via 4-in-1s
Promise drivers are Microsofts
Promise controller set to ATA100 and not RAID

The system is setup as follows:
Via Primary Master: Maxtor 13GB ATA66 C:
Via Primary Slave: None
Via Secondary Master: Western Dig 30GB ATA100 D:
Via Secondary Slave: None
Promise Primary Master: Sony 8x CD Burner E:
Promise Primary Slave: None
Promise Secondary Master: DVD F:
Promise Secondary Slave: None

The problem I am having is related to the Via Primary Master. According to WindowsXP it is set to UDMA 4 (ATA66) and should be fine. XP shows the Western Dig as UDMA 5 (ATA100). When I did a check with Sandra I find that the Western Dig is benchmarking where it should, right on par with an ATA100 drive. Unfortunately the Maxtor is benching at approximately the level of an old school DMA drive (not even ATA33).

Scores:
Maxtor - 6820
Western Dig - 21734

The Maxtor should easily be close to 3x that and since its my system drive I am not real happy at the moment. I know that Via has this pci latency issue but is that reasonable to think it would cut 1 drive by 66% and not another?

I may get around to swapping my CD/DVD drives onto the Via controller and putting the hard drives on the Promise controller but I wanted to get some input from the people I trust the most, Anandtech forum junkies!

I am leaning toward the drive just being bunk, but I need opinions!
