DL speeds fine, browsing really slow

Title pretty much says it all, was wondering what the possibilities could be? I still download at about 600k/sec (im on cable, road runner) but browsing is really slow. It's been like this for a while now and it's gettin kinda annoying. It takes sites anywhere between 30-60sec to load, and sometimes longer. I've used FF, and I've used IE... no difference, it's still ridiculously slow. It's not just my computer either, my brother's and parents are slow in browsing as well... Is there a possible setting I might have accidently set while configuring my router? I've restarted my modem and router, no difference. Is it more than likely the roadrunner itself in which case i'd have to call the company? Any help would be appreciated, thanks a lot!
 
Yeah, scan for spyware, here are some resources:

2) Spybot Search & Destroy 1.4



Also scan for viruses. If you have an antivirus program, update it, enable all its options like heuristics and compressed-file/archive scanning, and do a full scan. Also try this standalone scanner from McAfee for a second opinion: text file with usage instructions. Follow the directions precisely, including using Safe Mode W/ Command Prompt.
