anon_ftp - if dixie allowed anonymous ftp, this is where the files would go. But the dont, so no worries.
bin - binaries (perl, etc,) *I think*
cgi-bin - CGI scripts are executed from within
conf - configuration files
daily_backup - dixie does automatic daily backups on plesk servers. download your most recent copy of your entire website from here in tar.gz (zipped) format.
error_docs - where your error documents are served from (ex: 404's - file not found, etc, etc, etc)
httpdocs - where your html docs are served from - mainly, content for your users.
logs - anytime ANYONE attempts to connect to your website via FTP, HTTP, POP3, SMTP, etc, an entry is recorded with their IP address, who referred them, and what file they requested.
pd - no idea, probably password directory
web_users - a list of users that you can setup in the plesk control panel that you can give certain administrative rights to your domain.

anon_ftp - you can't anonymous ftp into their servers, so i'm guessing this is just created by default?
bin - executables you can run (just ls)
cgi-bin - your cgi-bin direcory
conf - ? (mine's empty)
daily_backup - like it says, backups of your data in tar.gz format
error_docs - this has your access denied, 404,.... documents that are shown (it's fun to harass people w/ these, ie, wrong page moron!)
httpdocs - the web root of your account
logs - error and access logs
pd - ?
web_users - if you have created users, this where they are

What's the best tar .gz file compression utility which also works with Mac .sit/.bin files?

my mac works pretty well with both :p

Yeah yeah rub it in. That's what I miss about using my (ancient/slow/outdated) iMac is it reads virtually every PC format/file thrown at it with no problems.
