nooo. the volume on this file is extremely low, i have to raise my speakers to their highest levels (ear drum shattering levels with any mp3) just to hear the movie like it should be.

I don't think it'd be worth the time and trouble to re-encode the file just to make it louder. Just turn the speakers up and down when you play the file.
hrmmm i thought this would be easier. like taking an mp3 and putting it a program and telling it to play at 100 dbs then saving. okay how woudl i go about this extraction of audio track and manipulation and then adding it back in?
You can use something like AVI2WAV for extracting the audio. Even though it saves as a file with a .WAV extension, you can rename it to MP3 if that's what it really is.
Use something like MP3Gain to adjust the gain of the audio track.
And use VirtualDub to direct copy the video and audio tracks into a new AVI without encoding.
