Although I haven't tried it on an mpeg-2 file, and it makes conversion a little more complicated since you have to write a simple script to open a file, I predict avisynth from
www.avisynth.org will get the job done.
Or Virtualdubmod, which allows unlike vanilla vdub, allows opening of mpeg files which you can then save in avi format (this would be the easier way).
When I sent for my free reg code, I too was concerned it didn't show up in my mailbox right away. So I signed up using 3 emails, only 2 of them came though (with one of those being spam filtered in yahoo mail)
