Diversion/Preformence delta

I have had a question which has been buggering me for a bit: When building a system, What would be the best place to Invest in? Should I pony up for a fast fast cpu/mobo/ram combo, or should i stick with mediocre cpu, but sink more cash on other components like audio and The video card? Eg: athlon 2800 with gf6800 ultra and 1gb ram, or shall i try my luck at a 3500+ winchester, with a 9800 pro? Just a little confused.
