Funny thing is that in the US, it's the exact opposite. Have to worry about taking the EMPTY trains. Too much hero factor in this country, and too many "thugs" "doin' bidness" on empty commuter lines.
 
An obvious solution to the problem is to introduce a "Gropers Only" carriage, and then the randy little tykes might fondle each other to death. Controversially, this was rejected
