"District Advertising Fee" added to the price of a car

My friend requested a quote on a Camry from a dealer, and they offered it to him for invoice + a ~$300 "district advertising fee." Is that a normal thing to add to the price of a car, or are they just using it to say they're offering it to him for the invoice price when they're really not?

And a related question - what's a good price for an '05 Camry right now?

My GF just bought a honda, and they had $800 of "extras" listed.

The extras?

Pin Stripe: $400 (Actual cost, $3)
Body colored molding and edge guard: $400 (Actual cost, $4)

The amazing thing was, the "body colored molding" was actually peeling off all over the place. I let her keep the door guards, but that other nonsense came off as soon as she got home.

Needless to say, it did not factor into the price negotiations at all. We let the dealer have their $277 "dealer fee" and that was it.

My friends parents bought an '05 Camry with everything pretty much besides leather. It came out to $17k w/taxes etc included. That's here in FL but I'm pretty sure you can find one where you live for about the same price.
