Distributing electronic form

Has anyone created electronic forms for distribution in Adobe 9? Is there anyway to make the form flow to the supervisor before it gets returned?

For example the company policy at outside events must be signed by both the employee and their supervisor. With adobe's forms I don't see any way for the employee to "submit" the form to their supervisor. Just forwarding it would prevent me from seeing that the employee has responded.

probably a long shot that anyone has tried this crappy system..
