I go to Display Properties:
Appearance:

I hit O K

Then after rebooting, the above change is not saved.

Make sure in Performace, let windows choose what is best for my computer is not checked.

Right click on My Computer and click Properties.
Click the Advanced tab.
Under the performance frame, click the settings button.
On the visual effects, choose custom, and uncheck the fade buttons.

Also try this, after changing your desktop to the look you want, go to Control Panel.

Click Accesibility Options.
Click the general tab.
Check apply all settings to logon desktop.
Click OK.

Try some of these.
