Display Problem - artifacts?

Alright for the last month or so i've been having this problem. First I thought it was a driver thing. I started getting Red, Yellow, Blue, etc stripes across my screen. First reinstalling drivers would fix the problem but it kept comming back more frequently. So I assumed my card was shot. I noticed the fan wasn't spinning at all so i downclocked it. This helped for about a day. The stripes returned just as bad. So i had my processor a little overclocked and thought maybe this was the problem. Turned this down alot and it helped for a few hours. The stripes are here and my computer is crippled. I'm assuming this is a heat issue. I'm going to try and get my hands on some compressed air and clean out the case. Here is a picture: link
 
I would first try to fix the fan on your Video Card.

Clean it out as best you can and see if you can spin it manually. You may be able to get it going again.

 
yea i'm gonna try and swap another vid card in when i get home from school. i just tried cleaning the case out with compressed air and dust doesn't really seem to be the problem, lemme try and give the fan a boost myself, now that i think about it i don't remember the fan working in a very long time. like a year or something. hmph.
 
I'm pretty sure the vid card's memory is fried because of the bad fan. I had a similar problem a while back and verified that the video memory was the problem.
