I have an LG 43UD79-B 43" monitor hooked up to a GT640 video card.

When moving my mouse around and clicking things, I feel like there is a bit of lag.
Is it because of this monitor's low refresh rate (60hz)? Or because my graphics card is struggling to output such high resolution?

While 4K is a pretty high resolution for a lowly GT640, there could also be some input lag going on.

Open up task manager, click on GPU, and see what the load is with just regular clicking around.

Have you set your TV to "PC mode"?

Kepler natively only supports 4k 30 hz though, and a driver hack makes 4k 60 possible, which works well for video but poorly for other images.
I can confirm that 4k 30Hz is laggy. We have several conference rooms where I work configured with TVs, and by default they run 4K 30Hz and the keyboard and mouse is very laggy. It goes away when set to 60Hz.
