Display adapter problems?

My sisters roomate's computer is having some problems. She had the college tech support install a new ethernet card, and ever since, when she boots up the computer, it goes straight to a black and grey screen and says "If you can read this message, windows has successfully initialized this display adapter. If you can read this message, windows has successfully initialized this display adapter. To use this adapter as part of your windows desktop, open the display options in the control panel and adjust the settings on the settings tab." The problem is that it won't even boot into windows. All they removed was the old ethernet card, and installed the new one. Any ideas what's wrong? Oh, and it's an hp pavillion 6648c, with Windows 98.

It won't even get to the safe mode prompt, the bios has never been updated, and a boot floppy won't work.

Have you tried taking the new network card out and then booting?
