Disk Space reported incorrectly

I just emptied all of my partitions on a drive and all the partitions should have 100% free space. For some reason, one of the partitions on the drive is reporting 2.59GB used space (22.8GB free on a total capacity of 25.4 GB partition)

This has happened before when I have completely cleared a drive as well (definitly not a first time that I have seen this) There's nothing there as far as I can tell. Why does this happen? Its a fat32 partition...would ntfs be better for avoiding this problem.

Recycle bin?
Norton hidden recycle bin?
Filesystem error?

I assume you have your explorer options set to display hidden and system files?

recycle bin empty
no norton recycle bin
not a page file....this is an external drive...besides, a pagefile is visible

I did fine this....and there appears to be some stuff in it

P:\System Volume Information\_restore{CFF9CC59-0B06-4C15-9393-E945E1B3D03E}

but where did it come from?

And the problem where manufactures only count a GB as 1,000 MB wouldn't affect a partition, just the total, right?
