Disk I/O error: Status=00001000 ntdetect failed ?

I just installed a new hard drive as my primary and moved my old one to secondary. My plan was to install win2k on the new one, transfer any files over from my old one that I wanted to keep, and then wipe the old one. Using the boot floppies for win2k, which have worked fine for me in the past, are now resulting in the Disk I/O error in the title. Is this indicative of a bad hard drive?
