Disk I/O Error? Hard Drive Swapping? Please look!

I've had a long history of working with computers and I have yet to figure this one out. Sometimes when I move a hard drive to another, I get this error before the OS boots, but after POST. It usually occurs with putting hard drives from older, slower systems to newer, faster systems. Has anyone figured out why this happens? When you take the hard drive and put it back to the original system, it works fine. Is this a FAT problem? If so, isn't the FAT specified to the hard disk? I'm thinking this might be a SMART IDE setting in BIOS or a 32bit IDE transfer issue in BIOS. Anyone has an experience on exactly what it is?
