Disk I/O error 00001000 on Windows 2000 startup.

Missing the file C:\WINNT\System32\Config\System

When I tried to boot from my Win 2K cd, I got a disk I/O 00001000 error, and it says that the file txtsetup.sif is missing. I know my cd is kind of scratched, but this sounds more like a hard drive or cd-rom drive error. Any ideas on where to start?
