"Disk copy" is missing under 3-1/2 Floppy drive

My father-in-law just called and said that he was going to copy a floppy disk and right-clicked on the floppy in "my computer" and "copy disk" was not an option. He is running WIN ME. He also called his other son-in-law who looked at his system and copy disk is not on his either (running Win 98SE). I have 2 systems, one running WinME and the other runing Win2000 and they both have the copy option. What's the deal?????????/

The copy disk options only shows up when you have a disk in the drive.
