pee:penis ⇔ vaa:vagina

Well from the perspective of an anthropomorphized evolutionary process, I always figured it was easier to tack on an extra body part than it was to give existing parts multiple uses. For instance, I always thought the elephant's trunk is a very elegant solution to providing a quadruped with a grasping appendage. It combines olfactory, touch, and prehensile capabilities in one package. A lazy evolutionary process would have just tacked an arm to the thing's forehead and called it a day.

News flash: women don't pee from their vagina.

Maybe that's the illogical bit that the OP wants to correct. We'll need a complete redesign of the female endocrine system so that they pee through their vaginas and the OP's point doesn't sound absurd.
