Disc access takes up too much system resources

Recently my hard disc performance has dropped significantly and whenever the disc is accessed it uses up around 50% of my CPU. It happens with every hard disc on my system, including my external drives.

The only thing I can think of is that I had Diskeeper installed on my PC for a little while and have recently uninstalled it. Could this be the problem? I've tried defragmenting and that hasn't done anything. I just hope I don't have reformat my drives to fix the problem. Any ideas about what the problem could be and how I could fix it (other than reformat my disc drives)
 
Open Control Panel>System>Hardware>Device Manager find your disk controler (ide channel)>advanced and make sure dma transfer mode is enabled.
