Disappointing Norton Benchmarks on my Compaq Laptop with an XP2400 CPU

I have the Compaq 2178US with 512MB RAM, XP2400 (1.8 GHz) processor, 40 GB HD, etc. etc. I bought Norton SystemWorks Pro and ran the benchmarking software. It recognizes my processor as a 1.8 GHz but it scored as a 1.03 GHz. I really don't care about battery life because it is usually plugged up. Is this notebook underclocked by the MFG? Is there a way to get into the BIOS and tweek it?
