Disappearing CD/DVD

My computer (Dell i7/Win 7 Home) seems to have lost my CD/DVD drive. I replaced the physical drive, but no improvement.

The CD/DVD shows up in the device manager but when I check properties I get "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)". Not sure what to do from here?

Would CCleaner correct the error? Do I need to reformat and reload the boot SSD?

Interesting, possibly relevant, observation. I am unable to install iTunes. I have cleaned out all the Apple software and done a clean install, but get a variety of fatal errors.

Any suggestions are appreciated.
 
I had installed and uninstalled Windows 10 and it had apparently left some filters in the registry. Eliminating the high and low filters (whatever those are!) seems to have solved the problem.
