Disappearing administrator privileges

I made an unattended installation CD for Win2k complete with two accounts and passwords. But after setting up all my other programs and settings I start losing administrator privileges, even when logged in as admin. It gets to the point I can't even change the clock! I've had to reload the OS twice because of this. Anyone know what is happening?

There should be a Setup Security template that sets the system to the default setup security levels.
