Disabling cores to clock higher with less voltage for gaming?

Hi,

1) Just wondering, if I disable 4 cores from my 5960x, will I make OC easier? Will I be able to lower the cpu voltage to like 1.2v-ish and clock it to 4.4ghz like devil's canyon?

2) I have intel speedstep enable because it saves power. However, doing so requires me to set the cpu core voltage to "auto". Which in most case the it will give more voltage than it should. For example. If i set it to "auto" and turn the mulitplier to 42 (4.2Ghz). It will be supplying 1.309v. I don't' think that's necessary. I can manually clock to 4.2ghz with 1.2v. My question is, how can I have speedstep on while manually adjust the voltage if my comptuer decide to clock higher for certain task. If I simply manually adjust the voltage, even when my processor is underclock it will be supplying the same voltage.
