Disabling automatic CAB seaches...

I use to know of a way of disabling the automatic CAB file searching that is suppose to make PCI/USB/etc. devices easier to setup... Like in Win9x you could actually view a list of all drivers installed by the OS and/or a multitude of device-specific drivers on the OS install disk or a driver CD. (Hopefully I made that clear enough as to what I'm looking to do.)

Currently I have a piece of hardware, USB, that supposedly has the required device drivers already embedded into XP. This is a WinXP system, btw. Also, I thought that Windows Update could hopefully solve this dilemna for me, but the store that put this POS together misconfigured something and none of the Windows Update software can be installed due to Logo Signing, or something like that... passing a LOGO test.

1. Can someone help me resolve the first issue listed?
2. Can someone tell me if the first issue is indirectly or directly related to the inability of being able to gather windows updates...?

Wow, I guess the n00b has too tough of questions for all you 1 liner-responders.

Very pathetic... over 600 people signed on and no help.
