Disable win7 taskbar buttons stick together

I've set the taskbar buttons to "never combine", but they still stick together.

Try opening 2 instances of any app like calculator. You can't move just one of the taskbar buttons, they always move together which is very annoying.

How do you disable this? Checkbox hidden somewhere? Registry edit?
