Disable System Restore in ME

How do I disable system restore in ME? My friend has a brand new Dell Dimension 4300, (P4 1.5GHz, 512MB SDRAM), and his system processor usage is around 60% with everything but system monitor and Explorer closed. I figure it have to be the system restore. So, how do I disable the system restore?
 
I tried msconfig and couldnt find it....... you'd think that they would include an option somewhere, although I would expect them, being Dell, to hide it
 
Not familiar with DELL setup but here's one way:from "SystemProperties",select "Performance"tab,"File System"button,"Troubleshooting"tab-check bottom box-"Disable System Restore". I removed System Restore & PCHealth from a machine and the free resources went up to 99% free at startup.As far as processor usage I've seen 1% w/System Restore running.
 
Go to your system properties, file system, then trouble shooting and there is a box at the bottom that says disable system restore, that turns it off. I think there is something that you can turn off with msconfig after you disable it.
