Disable people from loging on by clicking "Cancel"?

Disable people from loging on by clicking "Cancel"? How??? I'm using Win98se and I can't make it preotected from people. When log on for password appears, if 'cancel' is clicked, it just allows people to go in.
How do I stop this???
How to make multiple users with different password???
