A - fire him if hes been warned
B - you should be able to set up restrictions based on MAC or IP (maybe both, cant remember) so that machines can have network access, but not internet access

I agree this isn't and IT issue but a management issue... but otherwise lock the thing up.

Use a layer 7 filter (like Untangle, smoothwall, astaro, etc). Alternatively instruct managers to watch employees and then fire them when he sneaks internet.

Since you live in the Great State of America's Wang, with all of our non-existent labor laws, and lack of a dept of labor to enforce the non-existent laws, you can just fire him because you don't like him. Or because he has a big nose (but not because he is a certain religion, race, ethnicity, gender, or any other protected characteristic).

Absolutely, this guy if nothing else is stealing time you are paying him to work for you, and he will continue to steal, and likely escalate what and how much he steals.

If you have warned him, fire him.

If you have not warned him, shame on you, you're a push over, but grow a spine and warn him, then fire him if it continues.

You don't even need to warn him in FL. You don't even need to pay him full salary. Just reduce his pay to minimum wage, not telling him. His recourse is to quit. He won't recover anything either. YAY FLORIDA!
