DirectX Problems

I'm having problems getting DirectX stuff working on my new computer that I just built. I know it was working at one time, but then a formatted my HD and started fresh, and after that I it wasn't working. When I try to open 3DMark2001SE, it says I don't meet the minimum requirements because I don't have DirectX installed. All the troubleshooting help tells me to get correct drivers for it, but I've tried all the drivers I could find for DirectX compatibility and nothing works. In the DirectX Diagnostic tool window, for testing Direct3D, it can do the DirectX7 interface, but not the DirectX8. When I look at system info under PCMark2002, it says I have DirectX8.1 installed, but then for my video card, nothing shows up for texture formats or 3D capabilities.
I don't know what to do next. Somebody please help me!

By the way, my video card is a Gainward 64MB TI4200 - non Gold Sample. Hope someone can help me!

I'm not sure the exact version, but they were the ones on the NVidia site.

I saw a different thread in the video card section with someone who had pretty much the exact same problem as me (he also had a Gainward Card, it seems they are causing some problems). Someone had a solution and he was positive it would work, and it did work for the guy. So I'm going to try that when I get home. Thanks for responding and I'll repost if his solution doesn't work.
