DirectX Games Stuttering & Lagging

So Whenever I Play games that require DirectX(I play CSGO, DoTa2, CIV 5) the games stutter in menus. I can tell from how a short segment of musics begins to loop, but after a couple of seconds the game proceeds as normal . It's become more and more noticeable. Although it doesn't make the games unplayable, its still annoying.

-Already re-installed latest GPU drivers & Direct X End User Runtime Web Installer

CPU: AMD FX-8350
GPU: GTX 660 Ti
MOBO: ASUS m5A97 LE R2.0
PSU: EVGA 750W G2 SuperNova
RAM: 8 gb G.SKILL Sniper Series 1600MHz

What games don't have this issue?

Have you always had this issue with the hardware listed?

Game stuttering sounds more like vid card and driver issues, not DX.
