DirectX and my 6600GT

Hello, I bought a MSI 6600GT this december and I installed it with no problems. Drivers are the new nvidia drivers and everything is complete, at least I think. I like to play counterstrike, and I had a MX440 card before the 6600GT, and the MX440 is performing better than the new card and that scares me. I get around 50 frames and it is really choppy. In some parts of maps it drops into single digit frames. I went to my video setting and clicked on advanced video settings and I noticed that CS automatically sets your video settings according to how your card will perform at those settings. My settings were all at high. I turned some down which I didnt need (Low) such as world detail and shadow and filtering. I noticed at the bottom my directx settings. My card is brand new but it is running at DX8.1, but my software is running at 9.0. I types in dxdiag in CMD and found out that my computer is running DX9.0c. Why is my card running at 8.1. And if i do somehow fix it so the hardware settings are 9.0, will i get better frames and overall better performance?

P.S. I dont know how to alter my DX settings. Any comments that might benefit my situation would be greatly appreciated. THANKS!
