directx 9 issue

i can't install directx 9, and it's driving me nuts. i'm using windows98se (98lite without internet explorer installed [i really hope this is unrelated]). here's the error log:

yeah, i think i just realized that it's because the directx 9 installer has to download files from the web. i just downloaded 8.1c and it installed fine.

after scrounging around a little i found the 'redistribution' version of 9.0 on the microsoft downloads page.
