DirectX 9 - is full version available?

I've seen lots of people talking about the beta, then people say they've got the full version, then someone else turns round and says it's really the beta - can someone tell me if the non-beta version is out, and if so where i can get it? The MS site doesn't seem to clear this up!
 
Since they are pushing it on the main DirectX page, I would say that it's a full version of DX9. I don't think that they would put it so prominently on the DirectX main page if it was still in beta form. I'd expect it to be well-labeled "beta" if it was.
 
What version of Nvidia Detonators are the lowest to support DirectX 9.0?

Are there any cards that will not work properly if DX9 is installed?
