directx 9.0a will not install?

i'm using windows xp, and i tried to install dx9a today but when it's about to install windows give me an erro saying that the software has not passed some "certified test" or something and it won't let me install. any ideas on how to install directx 9?
 
I had a similar problem. The way I fixed it was to have the Cryptographic services running.

This link may help you or you could just try start, run, services.msc
Then go to the Cryptographic service and select properties, and make the startup type manual or automatic.
