DirectX 8.0 BDA update in WinXP?

I have an ATI TV-Wonder, and after a year of waiting, they've finally come out with retail drivers for it. However, it requires that Microsoft DirectX 8.0 BDA (video encoding) update be installed. I am running Windows XP RC2 right now. The DirectX BDA update won't install in WinXP. WinXP comes with DirectX 8.1, does that include the 8.0 BDA update?
