Direction of Power supply fans

My Antec 400w PS has the big fan at the bottom blowing out. It is just above the CPU. This seems illogical. I would think it should be sucking the hot air out of the case. Is this right? BTW, should I have the CPU fan blowing toward the hs, or away?

Normally the "92mm" "big" fan on the bottom does suck air into the power supply, then the smaller 80mm blows out the back. (this is how my enermax is set up) IF they're both blowing out of the power supply it would seem they'd be fighting each other. There should be a path of air sucked from around your processer, through the bottom of the powersupply, and out the back of the case.

Also, on most heatsinks you want the fan to blow towards the heatsink, or into it. There are a few exceptions to the rule, such as the Alpha heatsinks, which are designed to have the air "pulled" through them.
