DirectDraw & Direct3D acceleration not available

My big, beautiful Dell 2405FPW arrived yesterday, and on one of the computers I have it connected to I can't enable DirectDraw or Direct3D acceleration. The card is a VisionTek Xtasy Radeon 9100 PCI 128 and I am using DVI-D. The board is an Asus A7S266-VM/U2 with integrated SiS 740 graphics.

- I've gone into its BIOS and set Primary VGA as PCI card.
- In Device Manager I have disabled the SiS 740.
- I've used ATi Uninstall and Driver Cleaner to clean out all ATi files and regkeys.
- I've used DXBuster to clean out all traces of DirectX.
- I've reinstalled DirectX 9.0c and Catalyst 5.6
- I've also tried lower, much lower resolutions, but still no change.

So, how do I get these things working?

For reference, that is to enable the SiS and just have no monitor attached in Display Properties.
