Direct3d Problems!

Hi, I'm having problems with Direct3d supposedly because I deleted some unnamed 0K files in my main windows directory. Anyway, I tried a lot of thing including reinstalling directx 8, reinstalling via 4 in 1, reinstalling radeon 7020 drivers, and reinstalling games. When I run a dxsetup from a earlier version of directx, it has the list of installed things and the only thing which it says is not installed is Direct3d. When I try to run games that need Direct3d, I get RGB color only (like 256 color mode or something like that) where all the colors are messed up. What can I do to alleviate this????
