Any suggestions? Most programs I found cannot process in-game captures.

HyperSnap exists, but it's $30-40 and feels bloated with the number of features.

Does Fraps take screenshots outside of games?

I should have mentioned that I'm mostly seeking an all-in-one solution (desktop + in-game)

The aforementioned HyperSnap does both.

What about Snipper, built in to Win 7 and 8? Also, consider MWSnap - excellent freeware for many years.

Afterburner does this, as does both Nvidia's & AMD's "gamer" programs.
They all allow you to record with little impact on the game, assuming you have a fast system.
