Direct X Problems with Verto GeForce 4200 regardless of Drivers installed...PLease Help!!!

Hi. I have an old 733 P3 wiht GeForce Ti4200 and I have had any problems with it

Until I installed Direct X9.0b

AFter that day All my games run but at 1fps!!! or basically the screen stays still and i have to press escape to cancel any type of OpenGL or Direct3D application ei 3dmark01, or any game for that matter

in Run I typed dxdiag.exe and under Direct X it says No Problems Found
Then in Display I tested DirectDraw and the little white box that bounces around int he black background goes fast then choppy....
Then I test Direct3D and at all tests DirectX7.0-9.0 it gives me this error:

? Failure at step 32 (User verification of Direct3D rendering): HRESULT = 0x00000000 (error code)

Now I dont want to reformat my hard drive and reinstall everything

I already tried reinstalling all drivers from my Disk Driver that came with the videocard to the latest 45.23 drivers still cant solve this problem

Should I uninstall Direct X9.0b???? If so how do you I do safely?
Is there another possibility associated with the problem

Let me know what you think I should do and what hte problem is

Here are some links to some site that are supposed to be able to help you uninstall DirectX. I've never had to so I don't know just how well they will be able to help you though.
