Direct X 10 Laptops?

No idea - practically speaking, I can't see anything until mid-2007. Odds are you'll see a GeForce Go 8300/8600/8800 lineup when the chips run efficiently enough, and ATI will have something similar awhile after it launches its next-gen Radeon line early next year.

As each pipeline is fully programmable, in theory X3000 can target either DirectX 9 or DirectX 10, determined by operating system and device driver.

Granted, it's Wikipedia, but you asked for rumors. Anyway, most of the article has desktops in mind, but the X3000 core will be the same in laptops, just at a slower Mhz. (At least that's how Intel has done it in the past)
