Direct link alters my language to Chinese/French on Steam

First off, I have absolutely no idea where to post this, but I'm hoping it's a simple fix and not something shady going on. This has to do with Steam and I have asked about it on the Steam forums, but after a year and thousands of views to my topic, nobody will reply. I've even put in a support ticket and they tell me they don't know why it's happening other than they believe I manually changed the language somehow. Since I don't read Chinese or French, there's no reason I would ever change the language.

Anyways, this is what happens when I paste a link from my Steam profile (which is in English) and then click the link after it's been pasted to a website/forum. http://i.imgur.com/GXZCy15.jpg

Does anyone know if this is a security issue and if not, does anyone know what's going on? I know Steam is plagued with scambots, phishers, viruses, etc. and I've never clicked on a single link sent from friends nor do I accept random adds, so I know my account wasn't hijacked, but I just can't explain this.

I should note when I view Steam via the overlay, the language is always English. However, when I click any link that directs me to Steam, it changes the language - usually to Chinese, but occasionally it will swap to French.

Any information is greatly appreciated, especially since Steam hasn't even tried to help me.
