Direct 3D wont test-how to repair it?

Running W98se with directX8 and having some freezes in games and even mail and graphics programs. Thought it might be the new cpu but when I went to system info and dx diagnostics, the TestDirect3D function doesn't test properly, just boots out to desktop. I thought a reinstall of DX8 would work but didn't, any ideas how to repair or reinstall my Direct3D?
