dimond with question mark

Red Squirrel

No Lifer
this is something I've noticed in the past couple months, but perhaps its been happening forever and I just noticed. On some sites, including we pages that I create some characters apear as a diamond with a question mark on it. Especially french characters.

I also noticed (non breaking space) will do the same.

If I change the charset from UTF-8 to western, it fixes the problem, but firefox insists on using UTF-8, and just because I change it in my browser, does not mean my web pages will work in other people's browsers. So 1: what causes thsi in first place, and 2: is there something I can do to my webpages so it does not do this. I used a meta tag to force the char set but firefox still uses utf-8.
