Dilemma buying a new GPU (HELP !)

I am big time confused between which graphics card to own. I currently game at 1366X768 but am bumping to FULL HD. My current specs are :

Mobo - 78 LMT s2pt
Processor - FX 8350
GPU - Zotac 560 Ti
PSU - Corsair GS 700
RAM - Vengeance 8 GB.

I am planning to get a new mobo and a card. I just want to play all upcoming games between HIGH-ULTRA HIGH at fullHD and i can compromise on the AA. Since we all saw what ASSASSIN'S CREED UNITY was i got really doubtful. Initially i had planned R9 280X and GTX 770. Chances are slim for me to get GTX 970 so i have to take something else in consideration. GTX 970 maxes out my budget marginally. And i heard gtx 960 is coming out.
GTA V and the division on the way i really need some guidance. And i would prefer to buy a 970 board since i don't want to overclock much.

Radeon 290 cards are going for pretty cheap right now (<$250 from what I've heard), and they are very similar in performance to 970s.

Are you in North America?

why do you need to change motherboard?
