Dignosing a possible power problem

My mom's eMachine T-1221 seems to refuse to boot up. When it does boot up, it runs for a while before shutting down. I notice that the power supply fan is running, but sometimes the board doesn't even post. Do you think that this is a power suppy problem?

In addition, does anyone know of a replacement. The supply appears to be ATX but has the measurements 5-7/8 x 3-3/8 x 5-1/2.

My friend who has a computer shop has had a lot of PSU replacements whether it was eMachines, Compaq, or Dell. Too bad, the original PSU usually happen to be underpowered and if only the PSU needed to be replaced, ok. Now, its seems the memory, hdds and the like failing too. Can't explain what makes them fail altogether, but it starts with PSU.
 
I hooked up the PSU on one of my computer to hers and the computer worked. This means it is a power supply. Google on the Bestec unit indicate a fairly high rate of failure (and that it often toast the motherboard).

I am thinking of replacing my Antec unit with a Seasonic (to reduce noise) and then installing the Antec in her machine.
