Is it priced in? I wonder when investors will stop taking intel's roadmaps seriously. I stopped in 2015 but it seems like many still believe them when they say "It will be out next year... we PROMISE!".

2 years ago, I was looking for Broadwell-u laptop for my sister but it's pretty hard to find because my local shops prefer to stock Haswell laptops, skipped the Broadwell, and waited for Skylake instead.
I think this one pretty much has the same case.

It shouldn't be a surprise to anyone. Intel is known to have struggled with 10 nm and cancelled those chips. And 10 nm+ isn't ready until the 2nd half of 2018 according to what Intel has repeatedly sent out (see page 28):
