If a camera is 3.1mp and not really a namebrand should it be able to take some quality pictures?

None of that tells you the quality of the glass in front of the sensor, nor does it tell you how noisy the sensor is or how many dead pixels it has.
 
I see it has no optical zoom which is probably something that you would like to have. The digital zoom is pretty pointless in my opinion since it degrades the picture quality so much.
 
Never use the zoom on that camera. Optical is the only range you want to work in, for any sort of pictures. The glass is most likely nothing to get too excited about, either.
