Digital box triggers 'SOS' alert !!

OK this isn't the first time I have heared about this, I have heared before about a guy that had some home appliance (something such as a TV or somethign of that sort) sending out an SOS signal and they freaked the hell out of him once they barged in to his place to see what is going on.

But how can devices that are not designed to transmit radio frequencies to start with, be able to transmit radio frequencies ?Not only that but the signal is strong enough to be recieved miles away.

Seriousely now, how come no one raises the question ? HTF do such devices have the capability to transmit radio frequencies of any kind eventhough they are not in any way designed to do so ? Something really fishy is going on here you know ?

i can see just how this design flaw happened.

Bean Counter: make this piece of equipment 5 cents cheaper
Engineer: i can't theres nothing left i can safely remove.
Bean Counter: what about that shiny thing there? get rid off that!
Engineer: thats the RF shielding, the equipment might interfere with other equipment if its not there.
Bean Counter: will it affect any of OUR equipment that consumer might have?
Engineer: well no but i think it might be illegal.....
Managment: engineer, you haven't been able to design equipment to our price/performance specifications. your fired.
Bean Counter: make this piece of equipment 5 cents cheaper
new engineer: sure thing boss

Something to add to this on the non-tinfoil side

I was asking the comcast installer why only one plug in our apartment actually carries the cable signal. He said that they will get fined by the FCC if they have plugs that are live but not in use because of extra waves that are emitted by each live plug << not exact definition but it is how I remember him telling me. sleepy brain right now.

Sounds more to do with signal loss over the whole system (through connectors that aren't used or terminated) that they're concerned with.
